   The consultant is required to meet the following qualifications and experience requirements:

• Minimum of a bachelor’s degree in Finance, Economics, Social Sciences, or Development or Legal-related field; a Master’s degree or above in the related fields will be considered as an advantage
• Minimum ten (10) years of experience working in Administration, Operations, Legal, Procurement, or Finance, preferably with MCC or MCAs. At least five (5) of which shall be in developing countries and shall encompass the following skills and abilities including but not limited to:
- Experience in quality assurance, drafting, and finalizing Project completion reports, Performance Evaluation reports, or similar documents;
- Experience in the provision of analysis of program/project progress, logical frameworks, and results frameworks of development programs, particularly focusing on coherence between different levels of results;
- Capability to collaborate effectively with government officials, donor organizations, and/or development organizations; and
- Proficiency in working within multicultural teams.
• Experience in working with or managing at least 2 MCA Compact programs where at least one of the closeouts of MCC funding programs including Compact or Threshold programs within the last 8 years. Previous experience working as a Closure Consultant to any of the MCC-funded programs will be preferable.
• Proficiency in written and spoken English.
